§ 92.02. EMERGENCY PLANNING AND MANAGEMENT.

  • (A) The Mayor (or designee) shall serve as a member of the Henry County Emergency Management Advisory Council and is the chief executive of emergency management efforts for the city.
    (B) The Board of Public Works may:
    (1) Expend funds, make contracts, obtain and distribute equipment, materials, and supplies for emergency management and disaster purposes, provide for the health and safety of persons and property, including emergency assistance to the victims of a disaster resulting from enemy attack, provide for a comprehensive insurance program for its emergency management volunteers, and direct and coordinate the development of an emergency management program and emergency operations plan in accordance with the policies and plans set by the federal emergency management agency and the state emergency management agency;
    (2) Appoint, employ, remove, or provide, with or without compensation:
    (a) Rescue teams;
    (b) Auxiliary fire and police personnel; and
    (c) Other emergency management and disaster workers;
    (3) Establish:
    (a) A primary; and
    (b) One or more secondary control centers to serve as command posts during an emergency.
    (C) Succession of authority. The city's ability to respond to an emergency must not be restrained by the absence of a key department head. Therefore, to ensure continuity of government the following lines of succession are established in the various city departments:
    (1) The line of succession for the Police Department shall be from the appointed Chief to the Assistant Chief and then to the Captains of the Uniform Division in order of their seniority with the Department.
    (2) The line of succession for the Fire Department shall be from the appointed Chief to the Deputy Chief Inspector to the Assistant Chiefs in order of their seniority with the Department.
    (3) The line of succession for the EMS Division shall be from the appointed Chief to the Shift Lieutenants in order of their seniority.
    (4) The line of succession in all other city departments shall be from the appointed Superintendent/Commissioner to his/her Assistant and then to the Director of Public Works until the affected department head(s) becomes available or such vacancy is filled.
